If that's not an option Wear shorts under your skirt (you may want to do this anyway). Keep your legs crossed when you're sitting. (You should always do this when wearing a skirt above calf length though) Don't run up the stairs, walk slowly and carefully, like a lady, and keep one hand at your side so you can hold your skirt down if it gets windy. Well as for your first question What to wear,You could Wear Boxers still,Or Just any type of undergarmet you prefer,And if they show at the bottom of your Kilt you could just pull them up higher :P Now about the windiness,I can only think of two things you can do about this.One would be to walk around with your hands at your sides holding onto the skirt making sure that it doesn't fly up.Two would be You could buy Nylon Tights or Material tights or even Leggings and you could use safty pins to securly hold your skirt in place,You can use four safty pins,two per leg one on the front and one on the back,You can attach the skirt and the nylon/tights/leggings with the Pin.
